I immediately recognised it as one of the coolest characters form early 2000ad Ro-Busters story; Dr FeelyGood
The design is based on
this guy, from the USAF in the late 50s
Dr Feelygood was a demented medical robot who regularly administered medicine to the hapless and unwilling 'patient' droid Casey.

And when he 'performed a procedure' on a human!!...

His trademark 'hum de humm' and seemingly innocuous but ultimately terrifying screen messages;'the doctor will see you now', 'I'm going to cure you'scared the crap out of me as a kid, but what a fantastic character! I can't remember what happened to him, maybe it's time to reintroduce to an ABC Warriors story?
